Ylva Johansson becomes EU Special Envoy for Ukrainian Refugees in 2025

Ylva Johansson becomes EU Special Envoy for Ukrainian Refugees in 2025

A significant change in the European administration: Ylva Johansson, former Commissioner for Home Affairs, is expected to take up the new post of EU Special Envoy for Ukrainian Refugees. This appointment comes at a critical time, with over 4.3 million Ukrainians having found refuge in member states since the Russian invasion began in 2022.

Johansson's role in the refugee strategy

The European Commission recently unveiled a long-term strategy to address the Ukrainian refugee crisis, and Johansson will be at the helm of this plan. Her experience as Commissioner for Home Affairs from 2019 to 2024, during which she visited Ukraine several times, makes her particularly suited to this new role. It is not the first time that Johansson has been on the front lines: last September, she also received the Ukrainian Order of Merit for her efforts.

Protection and integration strategy

The Commission has recently extended temporary protection for refugees, a crucial step to ensure their safe future in the Union. But the real challenge will be to ensure that these refugees can integrate into the European social and working fabric or return home when conditions allow. Johansson will therefore have to work closely with the so-called “unity hubs”, information centres that will offer support and guidance to refugees.

The political and social tensions at play

There are complications. On the one hand, some European officials are expressing concern about growing “fatigue” in host countries, worried that taking in refugees may become unsustainable. On the other, there are nations that see refugees as an opportunity to reinvigorate their economies, a paradox that will require diplomacy and strategy.

The words of Ursula von der Leyen

Ursula von der Leyen, President of the Commission, said: “Our message is clear: this war must end”. A strong statement, in the name of a commitment that must be not only political, but also humanitarian. Von der Leyen's words resonate strongly, as Europe finds itself having to balance support for refugees with internal needs.

An uncertain future for Ukrainian refugees

The future of Ukrainian refugees remains uncertain. The war continues and the prospects of returning home seem distant. Questions pile up: How will they integrate into European society? What will the long-term consequences be for Ukraine and Europe? As Johansson prepares to take up her new role, the world watches intently.
