Following disagreements between Governor Pablo Lemus and the Rector General of the University of Guadalajara (UdeG), Karla Planter, over the use of the institution's budget to strengthen student security, Ricardo Villanueva, former Rector of the University, asserted that the tensions between the University and the government are natural.
