Nuevo León Governor Samuel García finds himself in the midst of a legal storm, with a total of 19 cases against him, including seven new impeachment proceedings for alleged embezzlement of public funds and electoral crimes, consolidating a climate of political confrontation that marks his administration.

The legal offensive, driven primarily by the opposition in the local Congress, has escalated to the Supreme Court of Justice of the Nation (SCJN) and has generated an atmosphere of mistrust that, according to analysts, could negatively impact business decision-making and the state's governance.

The most recent legal assault against the president was formalized on January 28, 2025, when seven new impeachment requests were filed. The accusations are specific and target the heart of his administration and his participation in the last elections:

  • Misappropriation of Public Resources: Six of the complaints accuse García of using state resources to benefit candidates from his party, Movimiento Ciudadano, including Jorge Álvarez Máynez, Luis Donaldo Colosio Riojas, and his wife, Mariana Rodríguez Cantú.
  • Violation of Electoral Impartiality: He is accused of having violated the principles of neutrality that he must observe as a public servant during electoral processes.
  • Failure to Comply with Legal Duties: A seventh complaint, filed with the SCJN, alleges that the governor deliberately failed to publish various decrees approved by the state Congress in the Official State Gazette, hindering their entry into force.

These are in addition to the impeachment proceedings initiated since August 2024, whose analysis in the Supreme Court was postponed in May at the request of the reporting judge, Jorge Mario Pardo Rebolledo.

In the face of the accusations, Samuel García has maintained that he has "nothing to hide" and that the allegations, particularly those related to alleged illicit enrichment, are motivated by partisan interests of the PRI and the PAN.

"Governor Samuel García needs to open his eyes and realize that business distrust is rapidly increasing, opening a dangerous front in which final decision-making is no longer a matter of productive action, but rather a political risk that some are no longer willing to take," warns a political analysis of the state's political climate.

This constant confrontation between the executive and legislative branches in Nuevo León has created a situation of paralysis on certain issues and general uncertainty. While the governor promotes the state as a magnet for foreign investment, internal political conflict has become a risk factor observed by both analysts and investors.

The outcome of these 19 legal proceedings will not only define Samuel García's political future, but could also set a precedent for the limits of power and accountability of governors in Mexico.
