The governors and the government are moving toward blocking a new attempt by Kirchnerism and the dissenting opposition to advance a series of bills in the House of Representatives that promote an update to retirement benefits, the replacement of the pension moratorium , the declaration of a state of emergency due to flooding in the province, and the crisis at the Garrahan Hospital .

The session is scheduled for this Wednesday at noon, and there is speculation that the opposition blocs will again fail in their attempt to gather a quorum, as they did two weeks ago , because the legislators who answer to the governors will not come to the chamber, and they will once again comply with the requests of the Casa Rosada to keep the talks on electoral agreements going ahead with the October elections.

Kirchnerism had to remove appointments to the National Audit Office (AGN) from the agenda, something they had also been pushing for through the Federal Encounter, but which did not garner the consensus of other opposition sectors.

Union for the Homeland wanted to nominate Camporist Juan Carlos Forlón, and the federalist parties, divided among themselves, were choosing Emilio Monzó. The third seat was reserved for the ruling party, which had to reach an agreement with the PRO and UCR parties.

The appointment of authorities to the commission investigating the LIBRA cryptocurrency scandal was also not included on the agenda. Their inclusion in the last session had been questioned by the head of the Lower House, Martín Menem .

The opposition's intention, if a quorum is met, is to make a request in the chamber for the body to appoint the committee's chair after the vote ended in a tie at the constituent meeting.

The goal of Kirchnerism and the most dissident blocs is to secure at least one victory in Congress, and to that end, they have filled the agenda with projects with a social focus: increases for pensioners and emergency relief for disability, flooding in the Province, and pediatric health, the latter of which was added this Tuesday following the crisis at Garrahan Hospital.

However, so far, the government has resisted with "a bilardist tactic," as the ruling party calls it, but has not managed to get any laws approved so far during the ordinary session. The only thing it has achieved is the validation of the decree approving the agreement with the International Monetary Fund (IMF).

Key help from governors

It's been a common saying that governors ultimately determine the pace of Congress by deciding when their representatives arrive on the floor, and this Wednesday will be no exception.

In the case of Unión por la Patria, José Gómez from Santiago de Cuba has already been ruled out due to illness, while Aldo Leiva from Chaco is another confirmed absence because he is traveling to the Falklands.

However, they are ruling out the participation of Jorge Ávila, Governor Ignacio "Nacho" Torres of Chubut, and Francisco Morchio, a deputy of Rogelio Frigerio .

In Democracia para Siempre, the party headed by Facundo Manes and Martín Lousteau , Jorge Rizzotti, who answers to the governor of Jujuy, Carlos Sadir , and Juan Polini of Chaco, headed by Leandro Zdero , are expected to be removed. According to the latest vote count, the opposition could be above the 124 it mustered in the failed session of May 21, but would not be enough to reach the quorum of 129.

Unlike what happened at the beginning of Javier Milei 's administration, the government no longer pressures the governors because few promises to the provinces have been kept. "They ask for clemency, they ask for favors, there's no old-school pressure," said a Juntos por el Cambio representative, who anticipated that the governors will do their homework because they are seeking an electoral agreement or an alliance with the Libertarians.

Gisela Marziotta, a representative from the UxP party and head of the Senior Citizens Committee, defended the agenda for today's session, which includes increasing the pension bonus for retirees.

"This special emergency bonus is necessary and urgent. It's also crucial to reinstate the moratorium, because since March, many people have been unable to access their right: retirement," said Marziotta.
