China's Five-Year Plans define strategic goals for economic and social development in five-year periods.

According to Chinese media, the priorities of the next five-year plan are likely to focus on improving economic resilience, which will include diversifying trading partners, increasing domestic consumption and improving domestic capabilities in key technologies.

At a symposium in April 2025 discussing the 15th Five-Year Plan period, Xi Jinping emphasized that when planning economic and social development for the period, “it is essential to proactively assess how changes in the international landscape affect China and adjust accordingly by optimizing the country’s economic structure .”

In China, it is emphasized that there is, among other things, a need for the Chinese population to be able to buy a larger share of the fruits of its own production, both because key export markets abroad, particularly the US and Europe, are seeking to reduce their dependence on China and because China's own production capacity is changing as a result of rising labor costs and a shrinking working-age population.

Rural revitalization is another policy that will feature prominently in China's 15th Five-Year Plan. It will focus on modernizing agriculture through technological innovation, as well as promoting the integration of agriculture with processing and services.

It will also focus on expanding infrastructure, promoting rural-urban migration, and improving access to education, health care and public services for rural residents and migrant workers.
