Interest-free digital loans for local governments. New application process begins.

  • The new instrument is preferential loans intended for investments in modern technologies.
  • They can be used by local government units, universities, entrepreneurs and other entities implementing digitalization projects.
  • For local government units and universities, loans are interest-free (unless the loan involves the granting of de minimis aid).

Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski and First Vice President of the Management Board of Bank Gospodarstwa Krajowego, Prof. Marta Postuła, announced the launch of a new instrument supporting the digital transformation of companies, local governments, and universities.

The funds, amounting to nearly PLN 2.8 billion (EUR 650 million), come from the National Recovery and Resilience Plan (KPO).

Today, digitalization is not a matter of choice, but a necessity. Thanks to KPO funds, we support both entrepreneurs and public sector entities in implementing innovative solutions. We finance tools that help streamline work, increase security, and strengthen local digital infrastructure. This is a real impetus for the development of the Polish economy and strengthen the foundations of a modern state.

- Last year's BGK report shows that entrepreneurs expect positive consequences of digitalization, despite the fact that both Polish enterprises and public administration units are below the EU average in terms of the use of digital technologies - says Prof. Marta Postuła, First Vice President of the Management Board of Bank Gospodarstwa Krajowego.

The call for proposals launched today will not only increase the share of digital technologies in the Polish economy, but will also improve its security, among other things, thanks to the possibility of allocating funds for digital support of the energy transformation.

The new instrument offers preferential loans for investments in modern technologies. These loans are available to local government units, universities, entrepreneurs, and other entities implementing digitalization projects.

Funds from the KPO are intended to strengthen innovation throughout the economy and support Poland's competitiveness in external markets. They will also help increase security and resilience to threats.

Money for digitization, automation and security

Projects for which funds can be allocated have been divided into three groups:

  • advanced digital technologies - e.g. digitization of customer service, process automation, advanced data analytics, cybersecurity solutions, cloud technologies or Industry 4.0;
  • ICT infrastructure - including the development of high-performance computing infrastructure, the creation and expansion of data centers, the implementation of advanced telecommunications and network systems;
  • smart energy networks - including modernization, digitalization and improvement of the security of energy infrastructure, optimization of energy consumption.
For local government units, loans are interest-free.

The minimum loan amount is PLN 5 million and the loan period is:

  • up to 96 months - in the case of loans with de minimis assistance,
  • up to 240 months - in other cases.

For local government units and universities, loans are interest-free (unless the loan involves the granting of de minimis aid).

For enterprises using de minimis aid and natural monopolies, the interest rate is 0.5%.

The application process has already begun and will continue until the end of August.

The application process opened on July 9, 2025, and from that date, you can apply for a digitalization loan. Applications must be submitted electronically to the BGK region corresponding to the applicant's registered office. They will be assessed on an ongoing basis by BGK experts. Agreements will be concluded successively until funds are exhausted, but no later than August 31, 2026.
