The orders have been signed, and it's time for annexes to contracts with the National Health Fund. Over 31,000 documents.

At the end of June this year, the Ministry of Health presented a package of financial solutions for medical facilities. It includes the annual recommendation of the President of the Agency for Health Technology Assessment and Tariff System (AOTMiT) regarding increases in the minimum wage in healthcare.
The Ministry of Health chose the third, most comprehensive version of the recommendation. In addition to the statutory guarantee of minimum wage increases for medical personnel, it also takes into account, among other things, inflation costs, including energy prices and tariffs for neurology, gynecology, and inpatient rehabilitation services.

The National Health Fund is responsible for implementing the AOTMiT recommendations.
"We're dealing with a massive process, involving not only the calculation of the PSZ lump sum, but also the issuance of regulations and the signing of over 31,000 annexes. Importantly, the documents must be signed by both parties, which is why cooperation between the National Health Fund (NFZ) branches and medical facilities is so crucial," emphasizes Filip Nowak, President of the National Health Fund.
On July 25, the National Health Fund announced that all regulations necessary to implement the recommendations had already been signed and published on the Fund's website. These are 11 documents in total, covering:
- primary health care,
- outpatient specialist care,
- hospital treatment,
- comprehensive oncological services (KON-Breast and KON-Intestine),
- comprehensive benefits (KOS-Zawał),
- Hospital Emergency Departments and Admission Rooms,
- Night and Holiday Health Care,
- PSZ hospital networks,
- therapeutic rehabilitation,
- coordinated care for women and children,
- a pilot program for comprehensive developmental care for children born prematurely KORD.
It was also necessary to recalculate the lump sum for facilities belonging to the PSZ hospital network.
There are over 30,000 annexes waiting to be signed. "Our branches are working at full speed."The last, yet key, element of the operation related to the implementation of the AOTMiT recommendations is the preparation, sending and signing of annexes to the National Health Fund contracts with medical facilities.
"This is a significant organizational challenge, as we are dealing with over 31,000 documents. Our departments are working at full speed to deliver the annexes to medical facilities as quickly as possible. We will then wait for the signed documents to be returned. This is essential for facilities to receive increased funding, in line with the AOTMiT recommendations," emphasizes Paweł Florek, Director of the Office of Social Communication and Promotion at the National Health Fund Headquarters.
Primary care clinics have already received proposals for higher rates. According to the Agency for Healthcare and Treatment (AOTMiT), the increase is 5% and applies to the basic primary care fee, i.e., the capitation fee, but also to all services and tests financed outside the capitation fee. These include tests billed from the diagnostic budget, consultations for patients not enrolled in primary care, and the cardiovascular disease prevention program.
Primary Healthcare (POZ) is also slated to receive more funding for two major programs: coordinated care and "Moje Zdrowie," introduced in May of this year.
According to the National Health Fund , school medicine, provided by some primary healthcare providers, has also received particular financial recognition. This area has seen an increase of over 14%.

The Fund also amended its financial plan for 2025. It increased funds for medical services by nearly PLN 8.75 billion, of which PLN 6.15 billion comes from increased subsidies from the state budget and PLN 2.6 billion from the National Health Fund reserve fund.
Representatives of the Fund assure that as a result of this change, funds have been secured to cover the Agency's recommendations and to pay for unlimited overpayments and drugs in drug and chemotherapy programs for the first quarter of 2025.
