Congressional committee approves 9% salary adjustment for military personnel

The joint committee of Congress approved, this Tuesday (8), a 9% increase in the salaries of military personnel in the Armed Forces. The committee analyzed Provisional Measure 1,293/2025, which readjusts the salaries — base salaries — paid in the Army, Navy and Air Force. The change applies to active duty and reserve military personnel and pensioners.
The proposal has been in force since the end of March this year, but needs to be approved by the plenary sessions of the Chamber of Deputies and the Senate by August to become law. The president of the Senate, Davi Alcolumbre (União-AP), extended the validity of the MP for another 60 days on May 27.
If the measure is not approved within the deadline, it will lose its validity. The adjustment will be made in two stages: 4.5% in April 2025 and another 4.5% in January 2026. The estimated budgetary impact is R$3 billion in the first year and R$5.3 billion in the second, according to the government.
The adjustment will benefit around 740 thousand people. The lowest salary at the base of the military hierarchy went from R$1,078 to R$1,127 in April 2025. In January 2026, the value will be R$1,177.
The salary ceiling, paid to fleet admirals, army generals and air brigadier generals, went from R$13,471 to R$14,077 in April and will reach R$14,711 in January 2026. In addition to the salary, military personnel can receive additional payments and bonuses, which increase their final income.
