Government responds to MPs and says it has committed more amendments in 2025

The government of President Luiz Inácio Lula da Silva (PT) disagreed with statements by deputies that the pace of commitment of parliamentary amendments this year is slower than in previous years, even with the delay in the Budget vote – which occurred in March and was sanctioned in April.

The release of the amendments – which total R$50 billion this year – is indicated as one of the reasons for the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), to schedule projects that are contrary to the government, such as the overturning of vetoes and the Legislative Decree Project (PDL) that can suspend the effects of the decree that increases the IOF rates .

“In addition to the four-month difference in the calendar, from 2025 onwards the execution of parliamentary amendments will be carried out under the new procedures, requirements and deadlines of Complementary Law 210/2024, voted on and approved to incorporate determinations of the Supreme Federal Court”, said the Secretariat of Institutional Relations (SRI), headed by Minister Gleisi Hoffmann (PT-PR), in a note published on Tuesday night (24).

Motta scheduled the vote on the PDL for this Wednesday (25) that could overturn the government decree to increase the IOF and the measures to compensate for the tax cut, such as the taxation of financial investments. The parliamentarian, however, denied that the “delayed” release of the amendments is the reason for the offensive.

According to the SRI, in 50 business days from the budget approval, the government paid R$408 million this year in amendments, equivalent to 1.78% of the total. Last year, it states, the same period had 0.35%, and in 2023, 0.61%. See below the data released by the secretariat:

“Even with the difference in sanction dates and the validity of Complementary Law No. 210/2024, the pace of execution of the amendments is faster in 2025, compared to the last two years – 2023 and 2024”, added the SRI.
