Where to go with average scores on the Unified State Exam: university rankings by region

Schoolchildren wrote the 2025 Unified State Exam significantly worse than last year. Average scores in the main subjects: Russian and mathematics, decreased, and the number of 100-point scorers is 1.5 times lower than in 2024. Do graduates have a chance to enter universities with such results and in what specialties?
Rosobrnadzor calls the current results of the Unified State Exam "the breakthrough of the year" . No kidding! They do not plan to cancel the exam in 2026. They say that discussions on this issue arise regularly, but no one is going to support them, said the head of Rosobrnadzor Anzor Muzaev.
This is a good breakthrough considering that the number of the smartest students has decreased by 1.6 times. In 2024, 9,532 graduates wrote the Unified State Exam for 100 points, and in the current one - only 5,780 people.
“This figure will grow even more thanks to reserve days,” Anzor Muzaev expects .
The legend is fresh, but it is hard to believe that reserve days, as if by magic, will improve the statistics by 1.6 times.

Novye Izvestia looked into where to go with such scores.
You can forget about entering Moscow State University, the Higher School of Economics, Bauman Moscow State Technical University, MGIMO and MEPhI. Even on a commercial basis. The average passing scores for these universities exceed 80.
You can compete for a place at the Peoples' Friendship University of Russia, where the average passing score is 68. It is in seventh place in the ranking of Moscow universities. There is also a chance to enter the Moscow State University of Civil Engineering. It is in the top ten best educational institutions in the capital. Of course, if you pass additional exams at the university well. For example, for architects, this is graphics and drawing. And the average passing score for a budget is 315 in all four subjects (mathematics and Russian are mandatory for admission). They will take you on a commercial basis with 156 points (39 points for each subject).
With an average Unified State Exam score of 64 points, you can compete for places at the Moscow Aviation Institute. Among the capital's universities, it is in 14th place.
Of course, if the indicators are very low, then you won’t be able to get into the budget even in Moscow’s top educational institutions. You will have to pay about 300-450 thousand rubles a year for studying on a commercial basis, and over 1 million rubles if you choose medical specialties, for example, to study to be a dentist. In five years, you will pay almost six million rubles — the price of a two-room apartment.

Let us remind you that the admission campaign at universities has already begun. You can apply for training remotely on the State Services portal through the service "Enroll in a university online". But there are restrictions. You can choose only five universities in five areas in each.
- until July 25 for budget places in bachelor's and specialist's degrees,
- until August 20 - for a master's degree,
- according to the university rules, if you are entering graduate school.
By the way, the system will analyze your Unified State Exam results and interests and offer several options for educational institutions where you have a chance of getting into.

Those who failed the Unified State Exam will not be able to enter the Saint Petersburg State University and the I. P. Pavlov Medical University, even on a commercial basis. The average passing scores there are 82-85.
Those who passed the exams with 60 points can consider the Saint Petersburg State Technological Institute. It ranks 13th among the universities of the Northern capital. The average passing score on the Unified State Exam is 62. Next come the Saint Petersburg State Transport University and the Russian State Hydrometeorological University with the same average score.
The Saint Petersburg State Marine Technical University closes the top 20 with an average passing score of 55.
The cost of studying on a commercial basis at the best universities of the Northern capital is 200-350 thousand rubles. The most expensive education is at the St. Petersburg Mining University: 400 thousand rubles per semester, and 800 thousand per semester if you are entering graduate school. This is the price of failing the Unified State Exam.
In cities with a population of over a million, there are a small number of universities where the average admission score does not exceed 60. In Novosibirsk, we counted five such universities, in Yekaterinburg - nine, in Rostov-on-Don - four, and in Kazan - one.
They all have one thing in common: they are either agricultural universities, such as the Novosibirsk State Agrarian University with an average passing score of 54, physical education universities, such as in Yekaterinburg, where the average score is 51, institutes of law enforcement agencies, pedagogical universities, academies of labor and tourism, and conservatories. For example, the Rostov State Conservatory. There, the passing score is 56. In regional rankings, these educational institutions are usually in the second ten best universities. It is easier to enter them, but the quality of education is also corresponding.

Most of these educational institutions accept students mainly on a fee-paying basis. For example, to enroll in the Kazan Academy of Labor and Social Relations, the only university in the region with an average passing score below 60, it is enough to pass the math exam with 27 points and the Russian language with 36. You will pass even if you know a foreign language with 22 points. But in social studies, you need to get at least 42 points. By the way, these are the minimum requirements of Rosobrnadzor. If you barely passed this threshold, it is not a big deal, you will be enrolled in the Academy on a fee-paying basis without any problems. By the way, the cost of education is not named. In the Moscow branch of the Academy last year it was from 300 to 900 thousand rubles per year, depending on the chosen specialty.
