Deputies and senators from the Liberal Democratic Party of Russia have introduced a draft law to the State Duma to ban overbooking by air carriers. The draft law was posted on Monday in the State Duma's legislative activity database, Interfax reports.

“The reason for the emergence of this mechanism is the desire of air carriers to achieve maximum economic benefit - some passengers do not show up for the flight, and in order to achieve greater profit, it is necessary for all available seats on the aircraft to be occupied,” the explanatory note says.

The authors of the bill point out that the carrier's actions may violate the rights of passengers. "There are situations when an airline changes the type of aircraft to an aircraft with a smaller capacity, and, accordingly, some passengers risk not getting on the flight. All this puts a bona fide air passenger in a situation where his plans may not be realized due to the impossibility of flying on the flight on which the overbooking occurred," the explanations to the bill state.
