Former Deputy Head of Samara Health Ministry Convicted of Fraud in Medical Equipment Purchases

The case also involved two entrepreneurs and the former deputy head physician of the medical institution. Depending on their role and degree of participation, the court sentenced the accused to imprisonment for a term of 1 year 6 months to 1 year 8 months in a penal colony and a general regime colony. Deputy head physician of the Samara Regional Clinical Hospital named after V.D. Seredavin Aleksey Oshurkov was also charged under Part 1 of Article 285 of the Criminal Code of the Russian Federation (abuse of office).
The investigation and the court established that in October 2021, former Deputy Minister Aslanbek Mairamukaev, who headed the Department of Pharmacy and Medical Equipment, together with Deputy Chief Physician of the OKB Alexey Oshurkov and entrepreneurs, allowed only two affiliated companies to participate in procurement. Through fictitious competitive procedures, equipment was purchased at inflated prices, and the stolen funds were distributed among the participants. The damage, according to the investigation, amounted to 9 million rubles.
During the investigation, the defendants' property and funds were seized for a total of over 65 million rubles. The company managers entered into cooperation agreements with the Investigative Committee - the criminal cases against them were transferred to separate proceedings.
Aslanbek Mairamukaev is also a defendant in another criminal case. In July 2024, the Oktyabrsky District Court of Samara found him guilty under Part 6 of Article 290 of the Criminal Code of the Russian Federation (accepting a bribe on an especially large scale). From January to August 2022, he received 15 million rubles from the director of the DM-Group company for patronage in concluding contracts for the supply of medical equipment. Then the ex-official was sentenced to 9.5 years in a maximum security penal colony and a fine of 45 million rubles.
In May 2025, the court considered the complaints of Mairamukaev’s lawyers, who insisted on terminating the proceedings due to the lack of evidence of a crime, and upheld the previously imposed punishment.
