#1 The Ministry of Economic Development has sent a draft federal law "On the platform economy in the Russian Federation" to the government. The document should create a legal framework for the operation of digital platforms, update the regulations for relations arising between the operators of such services, their partners and users. The bill, in particular, provides for the obligation of platform holders to check the accuracy of the information provided by the seller on certain categories of goods, including dietary supplements, medicines and medical devices. If an illegal product offer is detected, the services must stop posting it. Responsibility for the accuracy of the information provided is planned to be assigned to the sellers and service providers themselves.
#2 The State Duma adopted in the first reading a bill of the Ministry of Industry and Trade of the Russian Federation, proposing to expand the range of goods confiscated due to lack of labeling, which can be transferred as humanitarian aid to those in need, by amending the Code of Administrative Offenses. The developers of the document specify that such an option will be possible after a preliminary examination of the products for safety and suitability for use. The list may include, among other things, medicines (except for alcohol-containing ones), medical devices and biologically active additives.
Pharmaceutical business
The Department for Regulation and Circulation of Medicines and Medical Devices of the Russian Ministry of Health has sent an information letter to manufacturers of drugs with the main active ingredient - amiodarone. The regulator considers it necessary to adjust the instructions for use and general characteristics of such drugs, as well as package inserts to them, indicating that the use of amiodarone before a heart transplant can lead to primary dysfunction of the transplant. The department also insists on including alternative antiarrhythmic drugs in the recommendations for the earliest possible appointment of patients awaiting an organ transplant.

Deputy Speaker of the State Duma Irina Yarovaya has once again appealed to the Russian Ministry of Health with a request to allow patients with oncological and other serious diseases who are outside their region to remotely apply for a referral for hospitalization using form 057/u-04, as well as for other medical care and medications. According to the deputy speaker, people "should not waste precious time overcoming bureaucratic barriers." Yarovaya sent a similar request to the government and the Ministry of Health in the spring of 2024, after which the Ministry of Health received a thematic instruction from Deputy Prime Minister Tatyana Golikova.
Medical products market
The Russian Ministry of Health has proposed changing the Procedure for organizing medical rehabilitation of adults, in particular by expanding the range of medical devices in specialized departments. For example, the authors of the project propose equipping the office of an ergorehabilitation specialist with virtual rehabilitation systems with and without passive support, a number of exercise machines for fingers and hands, and for long-term passive development of the hands/wrist joint.
Demography
Vladimir Putin approved the Regulation on the Council under the President of the Russian Federation for the Implementation of State Demographic and Family Policy, as well as its composition. The document replaced the Regulation on the Council for the Implementation of State Policy in the Sphere of Family and Child Protection and has already entered into force. The Council is headed by the Chairman of the Federation Council Valentina Matviyenko, Deputy Prime Minister Tatyana Golikova acts as Deputy Chairman, and the Head of the Federation Council Committee on Science, Education and Culture Liliya Gumerova has been appointed Executive Secretary.
