#1 The President of the Russian Federation approved federal law amending the procedure for conducting the State Final Attestation (SFA) in medical and pharmaceutical colleges. The main form of conducting the SFA from September 1, 2026 will be a demonstration exam. Results in this format will be recognized in the independent qualification assessment system. The relevant federal agency will be engaged in the development of control measuring materials and methodological support.
#2 From January 1, 2026, Russian regions will be able to receive additional inter-budget transfers for the purchase of drugs for the treatment of patients with life-threatening and rare (orphan) diseases if regional budgets do not have enough targeted funds for such purchases. According to the federal law approved by the president, the subjects will have the right to use subsidies to provide drugs registered in the Russian Federation. The specific amounts and the mechanism for distributing funds will be determined by the Government of the Russian Federation.
Pharmaceutical industry
• A contract concluded between the Federal Center for the Protection of the Rights of the Population and the DFG and the distributor FC Grand Capital for the supply of a drug with the active ingredient teduglutide for the needs of the wards of the state fund Circle of Goodness for a total of 958.7 billion rubles has been published in the Unified Information System "Purchases". The document states that the contractor plans to provide two analogues of the original drug Gettestiv from the Japanese Takeda registered in 2025 - generics from PSK Pharma (for 480.8 million rubles) and from Promomed (477.8 million rubles). Earlier, the conclusion of the contract for the tender was suspended by the FAS due to a complaint from the official supplier of Gettestiv in Russia, the company Pharmimex, but the regulator rejected the application, not finding any violations in the actions of FC Grand Capital.
• The Alsigma company implements a project to create a production facility for antitumor drugs, hormone antagonists and related compounds in the Dubna SEZ. The total investment in the project will amount to 1.8 billion rubles. Once it reaches full capacity, the plant will be able to produce more than 140 million tablets and capsules per year. The first production line will be launched in 2027, and the project is planned to be fully implemented in 2029.
Infrastructure
The Federal Medical and Biophysical Agency is looking for a contractor to reconstruct the 4th building of the A. I. Burnazyan Federal Medical and Biophysical Center in Moscow in order to place there a cyclotron-radiochemical complex for the production of gamma- and positron-emitting radionuclides on the TR-24 cyclotron, obtaining radioactive raw materials and synthesizing radiopharmaceuticals. The cost of the work is estimated at 17.9 billion rubles, and will be financed from the federal budget. The radionuclides produced at the center can be used to develop and manufacture approved and experimental radiopharmaceuticals for their use in the clinical division of the A. I. Burnazyan Center.
Artificial intelligence
The Ministry of Digital Development of the Russian Federation intends organize an experiment on the use of generative AI in public administration. It is planned that its participants will be federal departments and executive bodies of the constituent entities of the Russian Federation (on a voluntary basis), including the Ministry of Health, the Federal Medical and Biological Agency, Roszdravnadzor and Rospotrebnadzor. The authors of the initiative note that the experiment will reduce the time spent by civil servants on performing typical tasks in public administration processes, and will also help in determining an effective mechanism for using AI technologies.

Russian President Vladimir Putin held a meeting with members of the government to discuss the implementation of "zemstvo" programs, including "Zemstvo Doctor" and "Zemstvo Paramedic." According to Russian Deputy Prime Minister Tatyana Golikova, 17.3% of program participants break their contracts and do not work out the five-year term, and another 0.5% leave rural areas immediately after completing their contracts. The analytical company Mar Consult conducted a study of Russians' perception of mental health centers and their willingness to use remote technologies in this area. The survey, conducted in July 2025 among 600 respondents aged 18 to 64 across the country, showed that about 10% of Russians regularly use telemedicine to receive psychological support, another 48% are ready to try, and only 4% are categorically against the remote format of specialized assistance. At the same time, 67% of respondents face barriers when communicating with a psychologist: they feel awkward and ashamed or are afraid of condemnation.
