Sanitary Rules and Norms for the Prevention of Infectious Diseases have been adjusted

The clause concerning the delivery of food from the kitchen and linen from the laundry to the infectious diseases hospital has also been adjusted. The previous version of the regulations stated that the transportation of food and things should be organized along the surface of the hospital territory, and connecting the buildings with tunnels is "not allowed." Now it is stated that the movement of food and linen may be possible using "equipped" tunnels (corridors) connecting the infectious diseases hospital and auxiliary units. Such tunnels must provide space for separating the air environments of the rooms with ventilation and an airlock.
The innovations will affect the work of 5,177 hospitals, as specified in the accompanying documents to the draft resolution.
The changes were developed in order to implement one of the points of the "road map" of the "Guillotine 2.0" project in the "Hospital" direction dated March 31, 2025 No. DG-P36-11387, as indicated by Rospotrebnadzor. In addition, the regulator additionally received the positions of the Mother and Child Group of Companies, European Medical Center JSC, and Medsi Group of Companies JSC, which gave a positive assessment of the changes being introduced.
In July 2023, Rospotrebnadzor developed a draft amendment to the resolution on sanitary and epidemiological requirements for the operation of medical facilities, concerning the design standards for the premises of medical organizations, the specifics of the work of infectious disease departments and dental offices. Among other things, the authors proposed to oblige clinics to take into account the separation of patient flows of different epidemiological significance in architectural and planning decisions. At the moment, the document has not been adopted.
At the end of December 2024, the Chief Sanitary Doctor of the Russian Federation Anna Popova amended the sanitary and epidemiological rules and regulations SanPiN for the organization of public catering for the population. Among the innovations is the need to install thermometers on distribution lines when organizing meals for children in health facilities. A little earlier, in July of the same year, updated "Sanitary and Epidemiological Requirements for the Operation of Premises, Buildings, Structures, Equipment and Transport, as well as the Conditions of Activity of Economic Entities Selling Goods, Performing Work or Providing Services" were approved. The adjustments affected the requirements for the area of equipment of dental offices, the list of medical premises in which the absence of natural light is allowed, and other aspects. The changes came into force on March 1, 2025 - the document will be relevant until January 1, 2027.
