The main form of final certification in medical colleges from 2026 will be a demonstration exam

The procedure for developing, using and storing control measurement materials used in conducting the State Final Attestation in the form of a demonstration exam will also be established by the federal agency. The organization of the certification is assigned to the relevant regional agencies.

The results of the State Final Attestation for secondary vocational education programs in the specified form will be recognized in the system of independent assessment of qualifications.

According to the document, colleges should also create governing councils that will receive the authority to review and approve educational programs and improve educational, training, organizational and management activities.

In addition, the model of targeted industry training of personnel at the request of specific employers under the federal project "Professionality" has been legally established as a form of organizing educational activities. The grant program for colleges and technical schools was launched in 2022. Initially, educational institutions training specialists for the pharmaceutical industry could participate. In 2023, colleges and technical schools training specialists in the field of clinical and preventive medicine joined them.

The first version of the document was submitted to the State Duma by a group of senators in November 2024. At that time, it was noted that the measure would allow "to eliminate barriers and promote transparency and openness of relations between the system of secondary vocational education and the labor market, the needs of various sectors of the economy." As a result, the document was rejected and sent to the developer to correct the shortcomings.

The current version of the document, taking into account the proposed changes, was submitted for consideration to the lower house of parliament in March 2025. The State Duma approved the bill in the first reading on May 27, and in the third reading on July 15.
