The Ministry of Digital Development has proposed conducting an experiment on the use of AI in public administration

Departments will also be able to use AI to identify discrepancies between financial and non-financial documents, conduct a primary analysis of resumes and job candidates’ data, and generate test assignments.
The document was developed to implement the National Strategy for the Development of Artificial Intelligence for the period up to 2030. The Ministry of Digital Development, Communications and Mass Media of the Russian Federation will act as the coordinator of the experiment. If the resolution is adopted, the department will be instructed to ensure the development and approval of methodological recommendations for the implementation of the experiment and the criteria that solutions (services) based on large generative AI models must meet.
It is assumed that unified technological solutions (services) will be created – technologies, programs for electronic computers, databases or their combination, using large generative AI models designed to perform typical tasks in public administration processes in accordance with a list of areas. This includes data management, text document processing, development of human resources, risk management and work with content.
The suppliers of technological solutions will be determined by the presidium of the government commission on digital development, the use of information technologies to improve the quality of life and conditions for doing business. Federal executive authorities wishing to participate in the experiment on a voluntary and free of charge basis must submit an application themselves.
According to the draft resolution, organizations selected to participate in the experiment as suppliers must have the best software and hardware, technological infrastructure and information technologies necessary for the successful implementation of the experiment, and possess the necessary competencies.
It is proposed to conduct the experiment within the established maximum number of employees of the Ministry of Health and other departments, as well as their central offices and territorial bodies. Additional budgetary allocations are not provided.
The objectives of the experiment, as stated by the Ministry of Digital Development, are the creation of unified technological solutions (services), testing their capabilities and reducing the time spent by civil servants on performing typical tasks. The document states that information constituting a state secret will not be transferred or processed during the experiment.
In early July 2025, Deputy Prime Minister of the Russian Federation Dmitry Grigorenko approved the Temporary Procedure for the Management and Monitoring of a Unified Plan for Achieving the Goals of National Development of Russia for the Period up to 2030 and for the Long-Term Up to 2036. It states that the plan is to be monitored using a specialized digital system using AI technologies. The solution will help monitor the timely construction of clinics and "not solve problems when they have already occurred, but prevent their occurrence."
