AK Party member İbrahim Akın was elected as the Deputy Mayor of Bayrampaşa.

The Bayrampaşa Municipal Council convened in the council hall of the municipal building, chaired by First Deputy Mayor İbrahim Kahraman . At the meeting, the CHP group nominated Council Member Recep Öztürk, and the AKP and MHP groups nominated AKP Council Member İbrahim Akın for the vice-mayoral election. Voting began with a 30-minute delay due to preparations and the crowded hall. In the secret ballot, the first two rounds required a two-thirds majority of 26 votes.
In the first round, People's Alliance candidate Akın received 19 votes, while CHP candidate Öztürk received 18. In the second round, Parliament's First Deputy Speaker Kahraman, who was presiding over the session, canceled a vote cast for AKP candidate İbrahim Akın due to a typo. Both candidates received 18 votes in this round, with one vote being deemed invalid. Following objections and discussions, the third round, which required 20 votes , saw People's Alliance candidate Akın receive 19 votes, while CHP candidate Öztürk received 18 votes.
INDEPENDENT MEMBER VOTED 4 TIMES
In the fourth round of the voting, which saw the highest number of votes required, independent council member Saki Teker left the voting booth three times before tearing up her ballot, claiming she had written the wrong word. Teker received a new ballot a fourth time and then cast her vote.
At the end of the fourth round, People's Alliance candidate Akın was elected vice president with 19 votes, while CHP candidate Öztürk received 18 votes.
The CHP group filed a petition of objection for the re-vote of independent council member Saki Teker and for the non-compliance with the use of uppercase and lowercase letters in a vote cast for İbrahim Akın.
After the objection petition was read, İbrahim Kahraman, who chaired the session, announced that Akın had been elected as vice president with the "consensus of the council."
Akın, who was elected as vice president, took the presidential podium to deliver his thank you speech.
Akın, stating that they have taken on a trust today, said, "I would like to thank all my fellow council members who supported me, the members of parliament in our hall, the provincial chairs of our alliance, and our district chairs. Today, as the AK Party and the People's Alliance, we have taken on a trust. As of tomorrow morning, we will have brought AK Party municipality back to Bayrampaşa, which has been deprived of services for 18 months. This case is not over, and it will not be over. There is no stopping, we continue on our path."

BAYRAMPASA STATEMENT FROM AK PARTY ISTANBUL PROVINCIAL CHAIRMAN ÖZDEMİR
AK Party Istanbul Provincial Chairman Abdullah Özdemir, regarding the election of People's Alliance candidate İbrahim Akın of the AK Party as Deputy Mayor of Bayrampaşa, said, "The mayor's real test begins now. He will work day and night to be responsible to the people of Bayrampaşa. We will be following suit."
Following the election of İbrahim Akın as Deputy Mayor of Bayrampaşa, AK Party Istanbul Provincial Chairman Özdemir made a statement to the press members at the city hall.
Özdemir explained the first election held on September 21st and the events that followed, stating that the elections were rerun today based on the decision of the law.
Özdemir stated that the will of the council members was interfered with today and that İbrahim Akın became the acting mayor as a result of their struggle.
Özdemir, wishing Bayrampaşa a good election, said, "The mayor's real test begins now. He will work day and night to be responsible to the people of Bayrampaşa. We will be following suit."
Özdemir stated that the issue is not whether the election will be won or lost, and continued:
Many elections have been held to date. In 1998, after our President was dismissed for reading a poem in a book accredited by the Ministry of National Education, the Republican People's Party (CHP) nominated him. If you believe that the will of the people dictates that no candidate be nominated again in parliament after the presidential election, you will not nominate him. In 2017, after Kadir Topbaş, the CHP's candidate was Ekrem İmamoğlu. I was a member of parliament at the time. The CHP ran in the election there as well, feeling justified in doing so. This year, in the Bağcılar election, to which I handed over my office, the CHP nominated him. I think the CHP should be questioning this: why didn't their own parliamentary colleagues stay in the party? Why is there such an atmosphere of conflict within the CHP? The CHP has found itself applying its own culture of lynching not only to AKP members but also to its own presidential candidates.
Özdemir stated that they fought a dignified fight in today’s elections and that their only concern was not to allow the will of the council members to be mortgaged.
Özdemir, who stated that they took a huge burden on their shoulders in Bayrampaşa, said:
Our acting mayor has now taken over a municipality that had hit rock bottom economically in 18 months. We know there are many problematic issues. When our mayor takes office, he will analyze these issues and share them with the public. It will be evident how the Bayrampaşa Municipality was managed through irregularities, how the resources of the people of Bayrampaşa were squandered, and how the office entrusted to them by the people of Bayrampaşa was used for their own personal gain, not for the benefit of the people of Bayrampaşa.
Özdemir stated that Akın will be everyone's mayor from now on, regardless of party affiliation, and that he will also value the opinions of CHP members.
Özdemir, who stated that they, as the provincial administration, will follow the work and ask Akın to provide good services, stated that they want the people of Bayrampaşa to experience a good process.
Responding to a question from a member of the press regarding a ballot paper given to the AK Party candidate in the vice presidential election and then cancelled, Özdemir said the following:
"This will, which is clearly and distinctly evident here, should not be usurped, and with the objection we made, our stance there also created a tendency not to take a different stance in subsequent votes. Therefore, I consider the deputy speaker of the parliament to have seen his mistake in not displaying the same stance he did in the second round in subsequent rounds."
Later, Cüneyt Yüksel, Chairman of the Turkish Grand National Assembly Justice Commission, Özdemir, the AK Party Istanbul Provincial Chairman, İbrahim Akın, Deputy Mayor of Bayrampaşa, and some AK Party deputies met with the parties gathered in front of the municipality.
WHAT HAPPENED?
Bayrampaşa Mayor Hasan Mutlu was arrested and suspended from his post as part of an investigation launched by the Istanbul Chief Public Prosecutor's Office on charges of "taking bribes," "rigging tenders in public institutions and organizations," and "embezzlement."
At the Council Meeting held on September 21, 2025 to elect the Deputy Mayor, Council Member İbrahim Kahraman was elected as the Deputy Mayor.
The Istanbul 8th Administrative Court issued a stay of execution order within the scope of the lawsuit filed for the annulment of the deputy mayor election held in the Bayrampaşa Municipal Council on October 9, 2025.
The Istanbul Governorship had deemed it appropriate for the Bayrampaşa District Municipal Council to convene on Sunday, October 26, 2025, at 18:00 to elect the Deputy Mayor.
