The Istanbul Chief Public Prosecutor's Office issued a detention warrant for 10 suspects, including Adana Metropolitan Municipality Mayor Zeydan Karalar and Adıyaman Mayor Abdurrahman Tutdere, in the investigation into the Aziz İhsan Aktaş criminal organization.

On the other hand, three suspects, including Antalya Metropolitan Municipality Mayor Muhittin Böcek, were detained in the "bribery" investigation conducted by the Antalya Chief Public Prosecutor's Office.

An investigation is ongoing by the Istanbul Chief Public Prosecutor's Office into allegations that the criminal organization, whose leader is Aziz İhsan Aktaş, organized tenders by bribing mayors and senior executives of municipalities.

Within the scope of the investigation, the statements and documents submitted by witnesses working in companies belonging to Aziz İhsan Aktaş, who was released after giving effective remorse statements, and some suspects who were under arrest were examined.

In this context, Adana Metropolitan Municipality Mayor Zeydan Karalar and Adıyaman Mayor Abdurrahman Tutdere, who were issued detention orders, were detained.

Within the scope of the investigation conducted by the Istanbul Chief Public Prosecutor's Office, a detention order was issued for the Deputy Chairman of the Union of Turkish Municipalities and Adana Metropolitan Municipality Mayor Zeydan Karalar. Following the decision, Mayor Karalar was detained in Istanbul.

Adana Provincial Police Department Anti-Smuggling and Organized Crime Branch teams also started searching the Adana Metropolitan Municipality and Mayor Karalar's house.

Search and seize operations were carried out at the address of lawyer Onur Büyükhatipoğlu, who was determined to have carried out activities aimed at preventing organizational disintegration by keeping the suspects under control and pressure in the meetings held with the senior executives of the organization before the operation and in the prison visits after the operation, and he was detained for the crime of being a member of a criminal organization.

In the investigation file numbered 2024/236201; as a result of the examination of the statements taken and documents submitted by the witnesses working in the companies belonging to Aziz İhsan Aktaş, who was released after showing remorse and making detailed statements while under arrest for the crimes of establishing and managing a criminal organization and giving bribes, and some suspects detained within the scope of the investigation; As a result of the findings made regarding the allegations that Adana Metropolitan Municipality Mayor Zeydan Karalar, during his term as Seyhan Municipality Mayor, requested unfair financial benefits from company executives doing business with the municipality and that money was given to Özcan Zenger on different dates upon referring people to the then Seyhan Municipality Cleaning Affairs Director Özcan Zenger, searches and seizures were conducted at the addresses of Adana Metropolitan Municipality Mayor Zeydan Karalar and Özcan Zenger and their detentions on charges of extortion. As a result of the findings made regarding the allegations that Adıyaman Municipality Mayor Abdurrahman Tutdere, requested unfair financial benefits from company executives doing business with the municipality and that money was given to Ceyhan Kayhan on different dates upon referring people to Deputy Mayor Ceyhan Kayhan, searches and seizures were conducted at the addresses of Adıyaman Municipality Mayor Abdurrahman Tutdere and Adıyaman Deputy Mayor Ceyhan Kayhan and their detentions on charges of extortion. In the investigation file numbered 2025/76021, it was determined that former Büyükçekmece Mayor Hasan Akgün requested real estate from projects in return for construction permits and occupancy permits from companies doing construction in the district, forced some business owners to give real estate, made some of the real estate acquired in this context to his relatives and made payments to companies with which he openly did business. Within the scope of the findings, it was decided to conduct search and seizure operations at the addresses of the company owners who were determined to have given a total of 4 (four) villas to Hasan Akgün's relatives and companies and 4 (four) suspects who were determined to have taken over the real estate, and to detain them for the crimes of giving and receiving bribes.
