BRUSSELS — African countries will have to stem the flow of migrants if they want to continue receiving EU development aid, the European Commission will suggest as part of its seven-year budget plan to be unveiled next week.

The idea, which is outlined in a draft internal document seen by POLITICO, ties EU aid to poorer countries to concrete results in preventing people from coming to the bloc.

This reflects the EU executive's tougher approach to migration, following strong support for right-wing parties in last year's European elections. The shift would align the EU's development agenda with that of the US and the UK, both of which use foreign aid as leverage to address the priorities of their domestic constituencies.
