The 2019 Budget Law has established differentiated rates based on the type of activity carried out, which can be summarised as follows:
- remote skill games with cash prizes and online bingo : the tax rate is equal to 25% of the sums that are not returned to the player as foreseen by the game rules;
- fixed-odds bets , with the sole exception of horse racing: the tax rate is 20% on physical networks and 24% for remote collection, such as when it occurs online. In this case, the rate must be applied to the difference between the amounts wagered and the winnings that were actually paid out;
- bets on simulated events are taxed at 22% of the collection, also in this case, net of the sums returned for winnings. This category also includes virtual bets, through which sporting events or any other type are simulated.
The most important innovation that has been introduced through the 2025 Budget Law is a 0.5% tax on the revenues of betting companies, the purpose of which is to finance the renovation of football stadiums in Italy.
How are winnings taxed for players?Betting for agencies authorized by the Customs and Monopolies Agency does not lead to any type of taxation in the event that the player wins. The sums are paid in full: no type of tax withholding is made. Taxes are borne exclusively by the managers of the activity.
The situation starts to be slightly different in the case in which the winnings have been centered through online gaming platforms that are not based in Italy and are not authorized by the ADM.
