Alcolock: Salvini signs the decree, how the device will work: the installers, the seal, the controls

The decree that will define the functioning of the alcohol lock was signed by the Minister of Infrastructure and Transport Matteo Salvini , secretary of the League. This is the device that prevents the vehicle from starting if the driver does not pass a breath test similar to the breathalyzer . This is one of the most significant innovations of the new Highway Code in force since last December 14.

The text signed by Salvini provides precise guidelines to authorized workshops for assembly and to users. The device is another preventive measure to discourage drunk driving and increase road safety. With the alcohol lock, the car engine will only start when the alcohol level detected by the device is zero. The provisions had been pending since the reform came into force. The new law has increased penalties and sanctions for those who drive under the influence of alcohol.

The Highway Code makes the installation of an alcohol interlock mandatory for drivers who have already been fined for driving with a blood alcohol level higher than 0.8 grams per litre: two codes are written on their driving licences introducing the absolute ban on drinking while driving and the obligation to only drive vehicles on which the device is installed. Manufacturers must provide detailed instructions for installation, use and maintenance. Authorised installers must apply a special seal to prevent any attempt at tampering .

It is not yet clear, however, who these authorized installers are or will be: the ministry has announced that a list will be published, which is not currently available. The decree establishes that the alcohol intercom can be installed on vehicles "used for the transport of both people and goods". The driver must show the original installation declaration and the valid calibration certificate of the device in the event of checks by the police.
