Artificial intelligence is establishing itself as a key tool for boosting the competitiveness of Italian businesses , especially small and medium-sized ones. This is what emerges from the new research presented at the Chamber of Deputies during the event “The AI Enterprise – How Italian businesses can become more competitive thanks to Artificial Intelligence” , promoted by the Institute for Competitiveness (I-Com) in collaboration with TeamSystem, on the initiative of Alberto Gusmeroli, president of the Montecitorio Productive Activities Commission and head of the Lega’s Tax Unit.

The study paints a clear picture: if 60% of the over 246,000 Italian companies with more than 10 employees adopted at least one AI technology by 2030 , the economic impact could translate into additional revenues of up to 1,300 billion euros . However, structural delays and a very marked gap compared to the European average still persist, considering that only 8.2% of Italian companies have integrated AI into their processes, compared to 13.5% in the EU.

During the meeting, among the numerous institutional interventions, we also collected that of Federico Mollicone , deputy of Fratelli d'Italia and president of the Committee on Culture, Science and Education in the Chamber, who illustrated the actions implemented to integrate artificial intelligence into the education system and guarantee its ethical, balanced and conscious use.

Mollicone, what initiatives is the Commission considering to integrate Artificial Intelligence into school and university curricula, in order to prepare new generations for these future challenges?

Yes, first of all, the Parliament, together with Minister Valditara and Minister Bernini, has launched a reform regarding technical and professional education, with the introduction of the “4+2” model, in order to align it with the needs of Industry 4.0. Furthermore, with Minister Bernini, we have undertaken the reform of AFAM (Higher Education in Art, Music and Dance), which does not only concern the artistic field, but also includes design and prototyping. In general, we believe that the development of activities related to artificial intelligence is strategic — and today we will also vote on a majority resolution in support of Italian research — especially in its application to the productive fabric of small, medium and micro enterprises. At a European level, the adoption of AI has already reached 13.5% of the sector, while in Italy we are still far behind. In this sense, the government is intervening with a bill on artificial intelligence that provides for an allocation of one billion euros , positioning Italy among the leading countries in Europe, alongside France and Germany, for investments in this area.

Honourable Member, on the protection of fundamental rights: how does the Parliament intend to approach the regulation of AI to balance innovation and the protection of rights, such as privacy and intellectual property?

My Commission was the first, already in the approval phase of the TUSMA (Consolidated Law on Audiovisual Media Services), to have voted in favor of the introduction in Europe of graphic attachments containing watermarks, a proposal then adopted as a guideline at European level. The aim is to oblige platforms to mark their content - audio, video and audiovisual - with watermarks that indicate whether the content was generated by artificial intelligence, human intelligence or a hybrid system. This approach is fundamental: we are not against AI or innovation - we are not "digital Luddites" - but we believe it is important to adopt an ethical vision , in which artificial intelligence is consciously integrated with human intelligence.
