A completely new expressway through Poland. A beautiful route to the seaside

- The General Directorate for National Roads and Motorways emphasises that at the stage of issuing decisions on environmental conditions, no final decisions were made regarding the geometry of the Piekary Śląskie junction and the connection of the S11 with the existing road network.
- At the same time, the administrative procedure is underway for the first section from the border of the Opole and Silesian Voivodeships to the Tarnowskie Góry bypass, which is approximately 30 km long.
- S11 will enable efficient access from Upper Silesia to Western Pomerania. After all investments are completed, covering the entire route from Kołobrzeg to the Piekary Śląskie junction at the connection with the A1 motorway will take a passenger car just over 5 hours.
The procedure regarding the decision on environmental conditions regarding the Tarnowskie Góry bypass was held on September 25, 2023. Ultimately, variant II - blue was selected for further implementation.
"This section of the S11 begins on the border of Lubliniec and Tarnowskie Góry counties , then bypasses the towns of Tworóg and Boruszowice from the north-east, Tarnowskie Góry from the north, and Nakło Śląskie from the west. In the final phase, the route passes between Radzionków and Orzech . The S11 ends by connecting to the Piekary Śląskie junction with the A1 motorway and provincial road no. 911," explains the Branch of the General Directorate for National Roads and Motorways in Katowice.
They divided the Tarnowskie Góry bypass into two subsections. The tender will be held by the end of the year.GDDKiA intends to announce a tender by the end of this year for the development of documentation necessary for the subsequent implementation of the S11 section from the Mała Panew River to the Radzionków junction in the Design and Build system . The investment is planned for implementation in the years 2027-2031, provided that financing is secured in advance.
During the above stage of preparatory works, the Tarnowskie Góry bypass was divided into two sub-sections:
- from the border of Lubliniec and Tarnowskie Góry poviats to the Radzionków junction at the intersection of S11 and DW911,
- from the Radzionków junction to the Piekary Śląskie junction.
The General Directorate emphasizes that at the stage of issuing the DŚU , no final decisions were made regarding the geometry of the Piekary Śląskie junction and the connection of the S11 with the existing road network .
"The analysis of the detailed design solutions for this junction is carried out during the development of the elements of the Program Concept. It will take into account traffic analyses and the capacity of the local road system. Therefore, in the application for the DŚU, we indicated the junction variant with the largest area occupancy and the largest scope of investment impact, i.e. variant 1," he points out.
Thanks to this, the decision-making process was not suspended, and at the same time it was possible to maintain the possibility of making corrections to the geometric solutions of the node after performing detailed analyses at the next stage of design work.
Analyses have shown that the currently designed geometries of this junction do not meet expectations.The Katowice branch of the general directorate adds that the postponement of the selection of final solutions at the Piekary Śląskie junction results from traffic analyses that were carried out as part of a separate study - a simulation model - micro-simulation of vehicle traffic for the Piekary Śląskie junction.
They showed that the currently designed geometry of this junction does not meet the expectations regarding its functionality, in particular in terms of capacity on part of the relationship . Hence the decision that the next stage of preparatory work will include a detailed geometric analysis and analysis of the junction capacity in at least three variants.
"In parallel to the DŚU process, in February 2025 we signed an agreement with Multiconsult from Warsaw to develop elements of the Program Concept for the construction of S11 on the section between the Radzionków and Piekary Śląskie junctions. The value of the works is PLN 6.1 million, and the implementation deadline is 15 months. This stage of the works is also aimed at specifying the existing design solutions and presenting solutions for handling local traffic," he informs.
65 km of the S11 route in the Silesian Voivodeship, divided into two main sectionsDue to the detailed analysis of the Piekary Śląskie junction, it does not rule out the need to obtain an additional or new DŚU decision - due to a possible change in the design solutions at this junction in relation to the solutions from the technical-economic-environmental study stage (STEŚ).
The contract for the execution of the aforementioned STEŚ was concluded in 2018 - for the construction of approx. 65 km of S11 in the Silesian Voivodeship, divided into two sections:
- from the border of the Opole and Silesian Voivodeships to the Mała Panew River (border of Lubliniec and Tarnowskie Góry counties) with a length of almost 30 km,
- from Mała Panew to the junction with the A1 motorway in Piekary Śląskie, over 35 km long.
For both sections, four variants of the route were developed with the same level of detail. In the final section, all of them were located in Piekary Śląskie and run in the same path - along the existing provincial road no. 911 (on the section from the planned Radzionków junction to ul. Pod Lipami) and on the path of the existing provincial road no. 911 (on the section from ul. Pod Lipami to the connection with the A1 motorway) . For the Piekary Śląskie junction itself, three variants of connecting the new S11 with the existing A1 motorway and the local road system were also designed.
From Upper Silesia to Western Pomerania in 5 hoursUltimately, the S11 will cover over 560 km in the entire country, and together with the common route of the S6 from Kołobrzeg to Koszalin (approx. 35 km) and the section of the Poznań bypass along the A2 (approx. 16 km), almost 620 km . At the moment, drivers have almost 220 km of this route at their disposal (including the common route along the A2 and S6) - sections from Kołobrzeg to Bobolice, the Szczecinek bypass, sections in the vicinity of Poznań and four more bypasses: Jarocin, Ostrów Wielkopolski, Kępno and Olesno.

For the rest, investments are already being implemented or are being prepared. After their completion , covering the entire route from Kołobrzeg to the Piekary Śląskie junction at the connection with the A1 motorway will take a passenger car just over 5 hours . The S11 will connect the West Pomeranian, Greater Poland, Opole and Silesian provinces, significantly improving access to, among others, Koszalin, Szczecinek, Piła, Poznań, Jarocin, Ostrów Wielkopolski, Kluczbork and Katowice.
