Expressway to cut through ROD gardens. President demands re-analysis
- According to the president, the omission of the analysis of variant W1+W4 raises serious doubts as to the objectivity and completeness of the analyses conducted.
- Kukucki does not agree to the S10 being routed through allotment gardens. - And especially to treat the ROD area with an area of 4.7 ha and 2.84 ha in the analysis as equal to a single single-family house, despite the fact that they are used by hundreds of people who have put their hearts into developing the allotments.
- It demands, among other things, that a re-analysis be carried out, taking into account in particular the route of the S10 in variant 1 connected with variant W4 from the southern side of Witoszyn, and that comparable indicators be taken into account in relation to the total number of inhabitants of the counties in which they live.
Krzysztof Kukucki emphasizes in the letter that the voices of residents were not taken into account in any way in the context of indicating variant W1 as the optimal one with the inclusion of the W4 from the southern side of Witoszyn in variant W4 .
"We note with concern that GDDKiA did not even analyse such a solution, and focused solely on the route of the variant partially in the footsteps of variant W2," he points out.
“We believe that a thorough and comprehensive assessment of all possible solutions is crucial to selecting the optimal route for the S10 expressway, which will take into account both communication needs and minimize the negative impact on the environment and the local community.”
Is the community of Włocławek less interested in the case than other municipalities?According to the president, the omission of the analysis of variant W1+W4 raises serious doubts as to the objectivity and completeness of the analyses conducted.
"During the last meeting, it was stated that the smaller percentage of people responding to the survey, in comparison to other municipalities, is supposed to indicate less interest or importance of the opinions of Włocławek residents. We do not agree with such an interpretation of the results, " he emphasizes.
He argues that in a democracy every vote should be treated equally, and the residents of Włocławek were treated as second-class citizens.
"Włocławek is a city with county rights and if "turnout" is measured, then in the case of votes cast by, for example, residents of the Włocławek rural county, they should be related to the total number of residents of that county. Only then can conclusions be drawn regarding the involvement of residents who took part in the survey," Kukucki believes.
The letter indicates that the statistics comparing the counties are undoubtedly in favour of the city:
- Wloclawek 1.8%,
- Włocławek district 1.1%,
- Lipno district 1.06 percent
The city president does not agree to running the S10 road through allotment gardens .
"And in particular, treating the ROD area with an area of 4.7 ha (ROD "Zofijka") and 2.84 ha (ROD "Tajemniczy Ogród") in the analysis as equal to a single single-family house, despite the fact that they are used by hundreds of people who put their hearts into the development of the plots," he adds.
Together with the residents , it demands a new analysis taking into account, in particular, the route of the S10 in variant 1 connected with variant W4 from the southern side of Witoszyn, taking into account comparable indicators to the total number of inhabitants of the poviats in which they live, analysis of variant W4 not only in the route of W2 but also in W3 within the administrative borders of Włocławek.
“We expect that all decisions regarding investments in our region will be made taking into account the full spectrum of opinions and needs of the local community, as well as a reliable analysis of all proposed solutions, including omitted variants,” he summed up.
