Nuclear contract. Polish business secures its interests

Public procurement law will not provide domestic companies with an advantage in the fight for contracts related to the construction of power plants, nor will it protect them. That is why entrepreneurs have taken matters into their own hands. They want to write the rules into the Polish-American contract - informs Wednesday's " Puls Biznesu ".
As the daily reminds us, Prime Minister Donald Tusk recently announced that government spending on investments related to the construction of a nuclear power plant in Pomerania will reach PLN 60 billion. The money, earmarked for access infrastructure, is to go to domestic companies. "Representatives of domestic business expect that the so-called local content, i.e. the share of entities from the Polish market in the implementation of the entire investment - estimated at almost PLN 200 billion - will be much greater. The programs to date have shown that it will reach at least half of the value of works and deliveries, and representatives of the Ministry of Industry recently reported that they are counting on 40-50 percent," we read.
" PB " points out that achieving such high indicators will be a major challenge, which is why the government and entrepreneurs must establish the principles of awarding contracts with the consortium of American companies Bechtel and Westinghouse implementing the investment.
"The investor's representatives have already conducted a preliminary survey of our market. In construction companies, they often asked about, for example, the costs of employing employees or hourly rates for the work of machines. However, domestic construction companies and manufacturers do not want to be reduced to the role of suppliers of labour, machines and devices manufactured under someone else's brand. They want to participate in the implementation of contracts on a partnership basis, invest in their own research and development centres, supply their own products and technologies and provide comprehensive construction services," says Jan Styliński, president of the Polish Association of Construction Employers, to "PB".
As the daily adds, representatives of domestic business expect that the American consortium will select a general contractor for which entities from Poland will act as certified subcontractors and suppliers . (PAP)
