From 1 June 2025, significant changes in the financing of dental services provided under contracts with the National Health Fund will come into force. The President of the National Health Fund has signed an order that updates the current regulations and expands the catalogue of guaranteed services. What will change for patients and medical facilities?

One of the key changes is the introduction of a 50% increase in the valuation of individual dental services provided to children and young people up to the age of 18. The new coefficient (1.5) will include, among others, services provided in schools and dental vans, although excluding panoramic X-rays and adaptation visits.

This is an important step towards increasing the availability and quality of dental care for the youngest – a group of patients particularly vulnerable to health neglect.

The changes are directly related to the entry into force of the regulation of the Minister of Health from December 2024, which expands the scope of guaranteed benefits in the field of dental treatment. The catalogue includes, among others, a panoramic X-ray - currently priced the same, regardless of the patient's age.

The valuation of comprehensive dental prophylaxis services and adaptation visits for small children have also been changed, adapting them to the recommendations of the Agency for Health Technology Assessment and Tariff System. This is a response to rising costs and market needs.

The regulation also includes a provision that regulates formal issues: all services presented for settlement must be consistent with the data contained in the patient's individual medical records. This is intended to increase transparency and reduce the risk of abuse.

The rules for financing the orthodontic care program for children with congenital defects of the facial skeleton have also been adjusted. From now on, the basis for payment will be the patient's qualification for the program, and not - as before - specific actions taken in a given month.

According to estimates, the cost of implementing these changes is approximately PLN 60 million per year. The project was subject to public consultations - comments were submitted by 6 entities, some of which were taken into account, mainly those of a procedural nature.

ORDER OF THE PRESIDENT OF THE NATIONAL HEALTH FUND of 30 May 2025, amending the ordinance on specifying the conditions for concluding and implementing contracts for the provision of health care services such as dental treatment.
