The Ministry of Health has submitted for public consultation a draft regulation on the conditions of remuneration for the work of employees of medical entities operating as a budgetary unit .

The annex to the draft regulation proposes an increase in the minimum and maximum amounts of basic pay in all classification categories so that it will be possible for employers to set employee remuneration at a level not lower than PLN 4,666 from 1 January 2025.

The minimum amounts of basic pay in categories I to XX will range from PLN 4,666 to PLN 4,860 , while the maximum amounts of basic pay will range from PLN 6,860 to PLN 14,550 .

The doctors' self-government opposes the proposal of the Ministry of Health: a maximum of PLN 26,456.16

The Presidium of the NRL presented its position in the consultation. The letter indicated that after reviewing the project, " it gives a negative opinion on the project to the extent that the upper salary ranges specified in the proposed Annex No. 1 will not allow for the payment of salaries to doctors in the amount that the medical self-government has been demanding for many years ."

As indicated by the Presidium, Annex No. 2 to the Regulation specifies a classification table for employees of healthcare entities operating as a budgetary unit, excluding employees of sanitary-epidemiological stations. This table includes positions such as deputy director for healthcare, head of a hospital, deputy head of a hospital and specialist.

According to the NRL, doctors employed in these positions should have the opportunity to receive remuneration for their work in line with the demands of the self-government, i.e.:

for a physician and dentist with specialization – at a level three times the national average;
for a physician and dentist with first degree specialization – at the level of two and a half times the national average;
for a physician and dentist without specialization and a resident physician – at a level of twice the national average;
for a physician and a trainee dentist – at the national average level.

Taking into account the amount of the average salary in the national economy for 2024 (PLN 8,818.72), it should be noted that the maximum salary rates proposed in Annex No. 1 to the regulation in categories XVI to XIX, which include specialist doctors, did not even reach twice the average salary - calculates the NRL.

Three times the average salary in the national economy in 2024 is PLN 26,456.16 .

The local government proposes a change to Annex No. 1 by increasing the upper salary limit at which specialist doctors may be employed to three times the average salary.
