Anac revokes Voepass certificate after security failures

The National Civil Aviation Agency (ANAC) has revoked Voepass' Air Operator Certificate (COA) after finding persistent flaws in the company's safety and maintenance system. The decision is final, with no possibility of appeal, and includes a fine of R$570,400.

The measure comes after a long inspection process that began in August 2024 following the plane crash in Vinhedo (SP) that killed 62 people . In March 2025, Anac provisionally suspended all Voepass operations, initiating the so-called “assisted operation” — a type of intensive monitoring of the company's operations.

“During the course of the assisted operation, Anac found failures in the execution of mandatory maintenance inspection items, which were not detected or corrected by the company's internal controls — an indication that the company's supervision system had degraded, compromising its ability to act preventively,” Anac said in a statement.

According to the regulatory agency, Voepass did not correctly carry out mandatory and critical maintenance inspections on several aircraft and that, despite having initially corrected the problems identified, similar failures reoccurred.

“What Anac identified, in the case of Voepass, was the loss of reliability of the internal mechanisms for detecting and correcting problems, in addition to the characterization of a deviation from the maintenance procedures established for the company,” said the agency.

According to Anac, Voepass presented deviations from established procedures, failing to offer minimum guarantees that any failures would be detected and dealt with before putting passengers and crew at risk.

ANAC stressed that occasional failures are acceptable in air operations, as long as there are reliable systems in place to detect and correct them before they become safety threats. However, in the case of Voepass, the recurrence of problems and the inability to maintain minimum standards of operational vigilance indicated that the risks had become unacceptable.

Voepass did not comment on the cancellation of the certificate.
