The Ministry of Internal Affairs proposes to establish a basic ban on issuing loans for all Russians to protect them from fraudsters. If a citizen wants to take out a loan, he can lift the ban, but to do this, he needs to submit an application through Gosuslugi and the MFC. Deputy Head of the Investigative Department of the Ministry of Internal Affairs Danil Filippov said that such an initiative is being developed. He called the ban total.

Since March 1, a law has been in force in Russia that allows citizens to establish a voluntary self-prohibition on issuing loans . The measure was developed by the Ministry of Digital Development.

A citizen submits an application through "Gosuslugi" or at the MFC and selects the parameters of the ban - to refuse consumer loans completely or to set a restriction only on remote methods of their registration. What the Ministry of Internal Affairs offers is much broader: a ban on credit is set by default, and then you need to go through the procedure to remove it.

This can be called a forced cooling-off period, says RTM Group managing director, information security and IT law expert Evgeny Tsarev:

As follows from the statement of the representative of the leadership of the Ministry of Internal Affairs, before taking out a loan, a citizen will have to answer questions - whether he is acting under the influence of third parties and whether he is not going to transfer the money received on credit to someone.

Such a measure will have economic consequences, says financial market expert Andrey Barkhota:

According to the Ministry of Internal Affairs, 11 million users have issued a voluntary self-prohibition. But far from all citizens know about this measure and are at risk. Last year, fraudsters stole 27.5 billion rubles from the accounts of Russians. This is a record for the entire period of statistics, according to the Central Bank's review of transactions without the consent of clients. According to Sberbank, the damage from telephone fraud in the same year was at least 295 billion rubles.

And in the first quarter of this year, fraudsters stole about 7 billion rubles from citizens using bank transfers, which is a quarter less than in the fourth quarter of last year, the Bank of Russia reported.
