The Ministry of Internal Affairs claims that when forming the cost of drug supplies, Bogdashin allegedly provided deliberately false information about the initial price of contracts. As a result, according to law enforcement officials, more than 4 million rubles were stolen from the regional budget. Igor Bogdashin was detained on July 3 and has been held in pretrial detention since then. His arrest has been extended until at least September 2025.
The former head himself stated in an interview with the Kommersant News publication that the difficulties arose due to the specifics of Federal Law No. 44 “On the contract system in the sphere of procurement of goods, works, services to meet state and municipal needs,” in particular the requirement to take into account the prices of previous purchases, which, according to him, made the participation of suppliers in the bidding difficult.
Bogdashin claimed that in this situation the regional Ministry of Health decided to purchase drugs from JSC Omskoe Lekarstvo, which was able to register as a customer only in February 2025, having acquired the status of a recipient of subsidies. The defendant also pointed out that by January 2025, a significant portion of items for federal beneficiaries were either not posted on auction sites or had unclear procurement prospects, which led to a shortage of a number of drugs in pharmacies.
Igor Bogdashin headed JSC Omskoye Lekarstvo in November 2024 and was removed from office three times. In March and May 2025, he was dismissed by the Omsk Region Property Ministry, but both times the court reinstated the manager. Bogdashin was removed for the third time after being detained on July 3 on suspicion of fraud. At the same time, the first assessments of the investigation regarding the damage and affiliation of counterparties were presented.
