Moscow authorities will allocate another 412 million rubles for the modernization and technical support of EMIAS

According to the technical specifications, the modernization work will be carried out from 2025 to 2027. A total of seven stages are envisaged. The authorities intend to finance it from the city budget.
The consolidated management accounting system has 15 subsystems, which provide functional capabilities for the formation and prompt change of the plan for the distribution of budget funds between medical organizations, for accounting of the organizational and staffing structure of clinics, calculation of employee salaries, display and analysis of data on the activities of organizations subordinate to the Moscow Department of Health, as well as a number of others.
The contractor will have to expand the functionality of a number of subsystems, develop data displays on actual salaries and average headcount for submission to the Moscow Department of Health, and refactor some functions, integration services, and data storage structures.
The solutions developed by the contractor must ensure a high level of availability (at least 99% per year), maintain operability and ensure the restoration of their functions in the event of various emergency situations, and have the ability to inform about the occurrence of such cases.
Technical support for the Consolidated Management Accounting System service is provided for the period from September 2025 to December 1, 2026. The contractor must maintain the correct operation of the service and, if errors are detected, promptly eliminate them, as well as create backup copies. The technical specifications specify in detail the actions to be taken in case of service failures, the response time to incidents - when receiving information by phone, it is necessary to respond within five minutes. If the request is sent by e-mail or in an official letter, the response time cannot exceed 15 minutes.
The main responsibilities of the contractor will be: services for organizing operational services, user support, application and system administration of information systems and resources, as well as their adaptation support.
In July 2025, after information appeared from the hacker group Silent Crow about obtaining “full access” to EMIAS, the Moscow Department of Information Technology and the Information and Analytical Center in the Sphere of Healthcare announced two tenders - for the supply of software for protecting information from unauthorized access in city medical organizations and for the provision of technical expertise services for the capital's EMIAS for 665 million rubles.
The InfoWatch Expert and Analytical Center later presented a study entitled “Leaks of Confidential Data from Medical Organizations. World – Russia, H1 2025.” During the specified period, the number of leaks of confidential data from clinics in the country increased by 16.7% compared to the second half of 2024. A total of 14 major incidents were recorded, which is 8.1% of all such cases in the world. The country with such an indicator is in second place in the global anti-rating, behind the United States (55.8% of leaks were recorded there).
