#1 The Russian Ministry of Health has updated its guidelines for the implementation of a new model of polyclinics based on lean manufacturing technology. Among other things, the document contains criteria for three levels of compliance with this approach, by which institutions can be classified. In particular, the measurable parameters include patient flow management, quality of space, accessibility of medical care, and staff involvement in process improvement. For each criterion, the indicators that the institution must achieve are specified. The assessment of the fulfillment of the values should be carried out according to the checklists provided in the recommendations.
#2 The Russian government has approved a number of changes to the Federal State Information System for Monitoring Northern Delivery (operating since April 2024) and the system for monitoring the movement of medicinal products for medical use. Now the systems will begin to interact with each other, and information about participants in the northern delivery, about medicines circulating in this territory, including information about the details of state and municipal contracts, will be transmitted to the federal system.

The Supreme Court of the Russian Federation supported the position of lower courts on the inadmissibility of purchasing equipment, furniture and inventory for general practitioners' offices at the expense of the regional budget that are not provided for by the equipment standards approved by the Russian Ministry of Health. According to the courts, such expenses are not justified by the approval of higher authorities - regional ministries of health and administrations. The decision was made in the context of a dispute between the Unified Customer Service of the Tikhoretsky District (Krasnodar Krai) and the regional Department of Financial and Budgetary Supervision, which obliged the purchaser to return 1.4 million rubles to the regional budget spent on the purchase of "disputed" goods.
Pharmaceutical business
The Ministry of Industry and Trade of the Russian Federation has developed a draft government resolution with the Rules for labeling food products for athletes with identification means. This concerns products that correspond to the codes of the Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union and the codes of the All-Russian Classifier of Products by Types of Economic Activity. Among them are special-purpose drinks (11.07.19.135), chemical sugars (21.10.40), other sugar products (10.82.23.290), and others. If the document is adopted, the regulation will come into force on September 1, 2025.
Medical products market
The Bashkortostan UFAS has identified an anticompetitive agreement between BMT-Medtekhnika LLC and Nihao LLC in the supply of medical equipment to state clinics in Bashkiria and Udmurtia for a total of 55.2 million rubles. An administrative case is planned. The UFAS believes that the companies colluded "for the purpose of setting and maintaining prices at auctions." Allegedly, they abandoned competition, systematically using a single model of behavior when participating in seven trading procedures in 2022-2023.
Sankur market
The 307-room Ai-Danil health resort complex, located on the Black Sea coast in the village of Danilovka, 12 km from Yalta, has become the property of the Russian Federation. The changes are reflected in the extracts from the Unified State Register of Real Estate - it is indicated there that most of the health resort buildings changed owners in early December 2024. Experts estimate the market value of the complex at up to 10 billion rubles. The previous owner of the property was the sanatorium itself - LLC "Sanatorium and Health Resort Complex Ai-Danil".
Litigation
The Moscow City Court did not change the sentence of the former chief narcologist of the Russian Federation, Yevgeny Bryun, in the case of fraud in the purchase of reagents and equipment for testing drivers for chronic alcoholism with damages of 138 million rubles. The corresponding appeal was filed by Bryun's defense team. In October 2024, under Part 4 of Article 159 of the Criminal Code of the Russian Federation, he received 7 years in a general regime penal colony, a ban on working in government agencies for 2.5 years and a fine of 850 thousand rubles.
