The Ministry of Industry and Trade has proposed to start labeling sports nutrition
The draft rules consist of nine blocks. The first includes a general provision with a list of concepts used in the rules. For example, "goods" means food products for athletes that correspond to the codes of the Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (TN VED) and the codes of the All-Russian Classifier of Products by Types of Economic Activity (OKPD). Among them are fats and oils and their fractions from fish and marine mammals (10.41.12), other sugar products (10.82.23.290), herbal infusions (10.83.15), special-purpose drinks (11.07.19.135), potassium carbonate (20.13.43.192), chemical sugars (21.10.40) and other goods.
The second block consists of requirements for participants in the turnover of goods and for service providers and contains the procedure for registering goods in the information monitoring system. Thus, participants in the turnover must have a qualified certificate of the electronic signature verification key, have a software and hardware complex, remote access to the emission registration device and an agreement concluded with the operator of electronic document management. Registration of a participant in the turnover of goods in the information monitoring system will be carried out on the basis of an application.
The third block includes the procedure for information exchange between participants in the turnover of goods and the monitoring information system. According to the project, the provision of information by participants in the turnover of goods to the monitoring system should be carried out using standard data transfer protocols and interfaces for interaction developed by the operator of the monitoring system by exchanging electronic documents.
The registration of goods is discussed in the fourth block. To register them in the subsystem of the national catalog of marked goods, the participant in the turnover of goods must provide the following data: TIN, product code, its full name, trademark, product category, number and date of the state registration certificate, area of application, release form, storage conditions, method of application of the goods, type of goods, country code of production, type of packaging, packaging material, composition, declared volume or net weight of a consumption unit, number of consumption units in consumer packaging.
In addition, the draft rules include information on the characteristics of the identification means, the procedure for its formation, application, regulations for making changes to the information, as well as the procedure and deadlines for the submission by participants in the circulation of goods of information to the information monitoring system on the introduction into circulation, circulation and withdrawal from circulation of goods for their inclusion in the monitoring system.
In March 2025, the Ministry of Industry and Trade presented a draft government resolution with amendments to the Rules for Labeling Dietary Supplements with Identification Means. Thus, the department plans to oblige market operators to apply identification means to consumer packaging of dietary supplements registered under OKPD codes 10.41.12 (fats and oils and their fractions from fish and marine mammals) and 20.14.64 (enzymes and other organic compounds not included in other groups) from September 1, 2025. Such designations may be established, including by means of a label. New labeling and information on the introduction of products into circulation, if the amendments are approved, must be provided to the Honest Sign system without fail.
