The Ministry of Health has updated its recommendations for the implementation of a “lean” model of a polyclinic

The methodological recommendations also contain target values for each of the criteria, which vary depending on the level of compliance of the polyclinic with the new model . For example, one of the indicators for the criterion "accessibility of medical care" for the first and second levels is at least 80% of patients admitted in accordance with the time of preliminary registration, from the total number of patients admitted by preliminary registration. For third-level institutions, the target value for this indicator is set at 90%.
According to the document, at least 77.6% of polyclinics in 85 constituent entities of the Russian Federation are planned to participate in the project by the end of 2024. In addition, starting in 2025, the model is intended to be extended to organizations providing outpatient and inpatient care in 89 regions of the country.
To create and replicate the model, the polyclinic should implement suggestions for improvement received from employees, train employees at the methodological centers of educational organizations subordinate to the Ministry of Health, and assess the achievement of the target values of the criteria of the new model and compliance with them. Among other things, the document also sets out checklists for conducting an audit of the institution for compliance with the established indicators.
The developers of the regulations were the Director of the Department of Organization of Medical Care and Sanatorium and Resort Affairs Ekaterina Karakulina, the Head of the Coordination Center for the Implementation of the Federal Project "Development of the Primary Health Care System" Irina Khodyreva, the Head of the Federal Competence Center of the Ministry of Health of Russia for the Implementation of Lean Manufacturing Technologies in Polyclinics Dmitry Kroshka and other specialists.
In April 2025, the Ministry of Health prepared Methodological Recommendations on Interdepartmental Cooperation in the Prevention of Suicides and Dangerous Behavior of Minors. The document presents, for example, the main forms of manifestation and characteristic signs of neuropsychic instability, suicidal, self-harming behavior, as well as dangerous behavior in the online environment. In March of the same year, the department presented recommendations for identifying signs of mood disorders and anxiety in childhood and adolescence.
