Born in 1967 in the Gümüşhacıköy district of Amasya, Arpaguş graduated from Gümüşhacıköy Imam Hatip High School in 1985 and from Marmara University Faculty of Theology in 1990. Arpaguş began his academic life as a research assistant at the same faculty in 1992, completed his master's degree in 1994, and his doctorate in 2001. After becoming an associate professor in 2008 and a professor in 2014, Arpaguş served as Vice Dean of the Marmara University Faculty of Theology between 2011 and 2021.
Appointed Mufti of Istanbul by Presidential Decree dated October 15, 2021, Arpaguş was also a faculty member and head of the faculty's Department of Sufism. Arpaguş's research interests include the concepts and institutions of Islamic Sufism History, and he has published works on Mevlana Celaleddin Rumi, the Masnavi, and the Mevlevi Order.
