Roberto Rosario accuses Abinader of launching his campaign at the wrong time.

Former Central Electoral Board (JCE) president Roberto Rosario Márquez denounced that President Luis Abinader violates electoral and political party laws by promoting a supposed protocol to regulate the campaigning of officials in his administration who are already aspiring to the 2028 presidential candidacy.

According to Rosario, it was the president himself who "untimely launched the electoral campaign " of the ruling Modern Revolutionary Party (PRM), by declaring just ten days after the presidential elections that his party already had candidates for the nomination and publicly gathering them together.

"That constitutes a violation of the law . This isn't about creating a protocol ; the president is acting outside the law," he said.

The former head of the JCE and current member of the Political Directorate of the Fuerza del Pueblo (People's Force) recalled that the deadlines for internal campaigns are not yet open and that legislation establishes that a formal process could begin in 2027 .

Rosario stated that the government is mounting an internal campaign within the PRM and that "there are candidates who are traveling in helicopters, have campaign managers, are dismissing colleagues from their ministries, and are financing themselves with public funds ."

In an interview on the program D'Agenda, the former president of the JCE also criticized the fact that while the Superior Electoral Tribunal has limited similar activities by the opposition, the ruling party acts without restrictions.

"As long as the TSE has the opposition tied up, the government is allowed to act as it pleases," he stated.

Roberto Rosario suggested that officials already campaigning should be removed from their positions so they don't use state resources for their campaigns.

" The president no longer has any way to stop this proselytism ," he said.
