The government will apologize to children placed outside the home who were affected by the benefits scandal. The children suffered additional damage due to the problems that arose in the families involved.

For example, children were removed from their homes due to increasing family problems. The government wants to explicitly acknowledge the suffering of the children, the outgoing NSC State Secretaries Teun Struycken (Legal Protection) and Sandra Palmen (Recovery and Allowances) report in a letter to the House of Representatives.

Measures to support young people

The ministers are responding to a report by the Benefits and Out-of-Home Placements Committee that was published earlier this year. It stated that the financial problems that the families ended up in led to debt, poverty and stress. Youth care and youth protection did not recognise these problems or did not recognise them sufficiently, which meant that the children and families were not helped in the right way.

It is not yet known exactly what the recognition will look like. The state secretaries want to work this out with the organisations involved and with the young people themselves. There will also be a national support centre for parents and young people and children who have been placed outside the home will receive help with an education or with their development.

By the end of last year, around a hundred thousand children had already received a sum of money because they were victims of the way in which the Tax Authorities reclaimed childcare allowance.
