Couriers will be sent with drafts for war. Failure to do so will result in imprisonment

In recent years, due to the war in Ukraine, the level of international security has significantly decreased. Due to the threat from an aggressive Russia, the Polish government is preparing for a possible attack in various areas. Everyone hopes that the war will not happen, but it is the duty of the government to both strengthen Poland's military potential and develop specific organizational and legal rules.
Therefore, the Ministry of National Defence has developed a regulation on the delivery of call-up cards for military service performed in the event of mobilization and during war . It was published on January 30 in the Journal of Laws. We are posting it below the text.
The regulation specifies the method and procedure for delivering conscription cards for military service performed in the event of mobilization and during war and for making information about this conscription public, the procedure for the authorities of military units, the police and the Polish Post in this respect and the method of covering the costs related to delivering conscription documents and making information about the conscription public.

According to the new regulations:

deliver, with acknowledgement of receipt, draft cards for military service performed in the event of mobilization and during war , issued by the heads of military recruitment centers competent for the permanent residence or temporary residence lasting more than three months of the drafted person.
Military service call-up cards may also be delivered by military units, employees of organizational units of the Polish Post or the police.
- Information about the attempted delivery of the appointment card and the need to contact the body conducting the courier action or the head of the WCR is placed in the mailbox or - if this is not possible - on the door of the recipient's apartment or in a visible place at the entrance to their property - as stated in the regulation.
The plan for posting mobilization announcements will be prepared by mayors and city presidents.The head of the commune, mayor or city president may order, in agreement with the Head of the Central Military Recruitment Centre, the transfer of call-up cards by the heads of the Central Military Recruitment Centre directly to:
- commanders of military units;
- post office;
- police.
Military units, post offices and police will deliver draft cards to the addressees in the manner described above, using their own forces and resources.
As we read in the regulation, information on call-up for military service performed in the event of mobilization and during war will be made public through an announcement by the Minister of National Defense on the ordering of general mobilization by the President of the Republic of Poland .

The heads of communes, mayors or city presidents will develop a plan for posting notices in a given area in consultation with the head of the WCR.
Appointment cards delivered to addressees at their place of permanent or temporary residenceThe regulation also specifies how the Polish Post Office is to operate in the event of mobilization and war.
- In order to carry out deliveries, the post office, at the request of the Head of the Central Military Recruitment Center, designates post offices that forward the call-up cards to post offices. Call-up cards received by a post office by 8 a.m. on a given day are delivered to the addressees at their place of permanent residence or temporary residence lasting more than 3 months or to the employer on the same day by 3 p.m., and those received after 8 a.m. - in the afternoon, no later than midnight. Call-up cards are delivered with acknowledgment of receipt, in priority over other shipments - we read in the regulation.
Appointment cards may also be delivered via courier .
The mayor, city mayor or city president shall, in the first instance, designate persons who are employees of the city hall or municipal office to the functions of contractor couriers and liaison couriers.

Avoiding the call-up during mobilization and war may result in imprisonmentCall-ups during mobilization and war are a very serious matter. There are severe penalties for evading them. As we read in the Homeland Defense Act:
- Whoever, during mobilization or war, being called up for active military service, does not report for such service at the specified time and place, shall be subject to the penalty of deprivation of liberty for a term of not less than 3 years.
- Whoever, during mobilization or war, in order to permanently evade the obligation of military service, being called up for active military service, does not report for this service at the specified time and place, shall be subject to the penalty of deprivation of liberty for a term of not less than 5 years.
