New rules for combating spam calls will come into force in Russia from September 2025. According to Federal Law No. 41-FZ and amendments to the Law "On Communications", operators will be required to stop intrusive advertising calls immediately after a subscriber's request. Lawyer Andrey Moiseyev told the Prime agency about this.

Companies making mass calls will have to enter into contracts with telecom operators and take into account citizens' refusals. The new rules will also limit the transfer of numbers to third parties, including commercial partners of organizations.

Before the law comes into force, the expert recommends sending complaints about spam to the FAS, Roskomnadzor or the telecom operator. If there are signs of fraud, the applications will be forwarded to the Ministry of Internal Affairs. The lawyer emphasizes that the reform will relieve citizens from the need to personally conflict with companies, proving the lack of consent to calls.

"When applying for another card at a bank or store, the buyer can transfer the right to notify about promotions not only to the seller, but also to its partners. Now the subscriber has the right to notify the mobile operator about the refusal to receive mailings, and the latter will be obliged to stop calls and SMS," Moiseyev said.
